ASSIGNING TIME SLOTS FOR PRESENTATIONS & INTERVIEWS

There
are always questions about how to schedule
interviews on Competitive Negotiation procurements
for Construction and Professional Services. Unless
there are special travel connection problems
requiring special accommodations for firms from
distant locations, the following is the standard set
up for absolute non-discriminatory, defendable
assignments:

Take
equal sized pieces of paper and write the names
of each proposer on one of the pieces and fold
it to hide the writing.

Put
the pieces of paper in a “hat”.

The
Contract Administrator for that procurement will
hold the hat in a position where the slips are
indistinguishable.

The
Project Manager will pull one name at a time out
of the hat and start filling the time slots from
the top of the interview schedule.
This
process is common in the public procurement sector
and is completely neutral and defendable against
complaints.
